Also...I can't start in safe mode either because even in safe mode it asks you to press ctrl, alt, delete! Sorry, I am not too familiar with using the Ctrl+Alt+Del as a login security feature, which is what I am guessing that you are doing. This might be what you need ... ? I have FAR too many applications on this machine to have to re-format it.
