You are undoing part of the protection created by the security patch. The security patch and its effects are fully described on Microsoft's web site at If you trust all the computers on your LAN or intranet (and the people using them), Right-click on the CHM file in Windows Explorer and select Properties. My .chm file was in this folder C:\C#\Samples then I moved it to C:\temp and boom!
