I have been having this problem for months and months but am not tech savvy and could never figure it out. What you need to do is, you need to work with something called the Group Policy Editor. If you can, then some start-up is interfering with its operation. I’ve seen many forum posts where people call for help because they have a blank Control Panel in Windows and apparently this is one of those easy-to-fix situations where a lot have a peek at these guys The Registry is such a vast complex thing!

Is there anything else I can try, or do I have to do a complete wipe? If not, then it is quite possible that some .cpl file may have been damaged or got corrupted. Problem solved.
