With the screws removed, the dash assembly should be able to move, but the wiring behind it is likely not long enough to pull the cluster out from the dash. Otherwise get it out and start with continuance testing of the pcb and follow fuse line 29 all the way back to ground. Could the vacuum leak in the engine be causing these problems?? The strange thing is, both times this has happened, my garage door opener remote in the vehicle stopped working. Have it checked by a trained professional. Speedo could be sticking, speed sensor could be faulty and sending the wrong info. I guess the message goes something like, "Thanks Dad, but can you fix it "Properly" this time". Once the new instrument cluster is working, replace all of the pieces of the dashboard you removed to access it. after this happened, when i got home i turned off the car, and turned it back on hoping it would just start working again, but....nope, it didnt. if not it could be a loose connection or the part may just be bad. It starts easily still hours later but my instrument panel is completely not working minus the seatbelt icon and the exclamation point icon. Before starting this project, you should open the hood of the vehicle and disconnect the battery by sliding the negative or ground cable off of its terminal. similar to what you're describing.
